The Behavioral Health (BH) area of Health and Human Services is seeking a Grants and Contract Manager who is a strategic leader to develop, implement, and manage the area’s grant and contract strategy. In this position, you will work with finance and contract service areas, to create a sustainable structure for the area’s $60 million in public aid and 200+ contracts, and creating efficiencies for BH program leaders, staff, and residents. You will be responsible for recommending and developing approaches that leverage funding, partnerships, and opportunities to maximize resident services in a sustainable way for the organization. As a leader in the BH Policy, Planning, and Analytics (PPA) area, you will have opportunities to lead with both relationships and technical skills.


Location and hours:

This position is hybrid and will be performed both on-site at various Hennepin County locations, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:

  • Engage and facilitate finance partners, contract management service partners, BH program staff, and community organizations to recommend, implement, and manage a grant funding and contract management infrastructure for BH.
  • Oversee grant and contract coordination, monitoring, and reporting.
  • Work with PPA leadership peers to leverage data reporting functionality, engagement of community, and local collaboratives.
  • Provide analysis of the current and future funding and contracting environment and outlining strategies for moving forward.
  • Serve as a member of the BH PPA leadership team, engaging in the overall development and supporting efforts of the PPA area.
  • Supervise grant administrative staff to operationalize funding and contract infrastructure.
  • Provide leadership and guidance to project managers and data analysts by supporting the grants and contracts management infrastructure.
  • Develop and manage contracting and grant management roles and responsibilities with external partners and providers, and Hennepin County partners, providers, and internal BH roles.
  • Research, analyze, and interpret county, state, and federal grants management policies and procedures.

Need to have:
  • One of the following:
    • Nine or more years of experience in *general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
    • Bachelor's degree or higher in business administration, public administration, or another field appropriate to the position and five or more years of experience in *general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
  • General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.

    • Analyzing data to develop policy and program recommendations, identify alternative solutions to complex issues, and communicate to diverse audiences.
  • Knowledge of:
    • Public-funded human services and public health funding streams and policies.
    • Leadership approaches for engaging various staff, community members, and partners.
    • Hennepin County finance, contracts, disparity elimination, community engagement, and data analytics systems.
    • Grant funding processes, and strategies for braiding and blending available funding.
  • Ability to:
    • Communicate complex information to a variety of audiences.
    • Identify and recommend opportunities for leveraging and maximizing available resources.
    • Apply research, interpret applicable regulations and laws, and synthesize community feedback to clarify complex and ambiguous problems to create a course of action.
    • Continuously expand knowledge of tools and techniques and developing strategies for adjusting in a shifting environment.
    • Build relationships with individuals from diverse backgrounds, perspectives, and experiences and work with partners to identify program objectives.
    • Implement complex projects involving multiple programs and stakeholders.
    • Sponsor and/or oversee projects and follow up and follow through to completion.
    • Create foundational structure accounting for complex steps.
