Position Overview

This position is accountable for the technical and managerial operations of the department’s official crash records system through proper use of data processing applications and techniques combined with effective utilization of the Crash Information System (CIS). 

Essential Functions

• Develops and implements policy for the administration of the department’s safety responsibility, crash reporting, and crash information programs including the receipt of crash reports, the processing of files, and the identification of motorists in non-compliance with the Safety Responsibility Law (SRL).
• Coordinates the crash reporting and crash information programs on an intra-agency basis with the Crash Information System (CIS) to coordinate inter-agency operations with the Secretary of State (SOS), the Illinois State Police, and over 1,000 local police and engineering agencies.
• Serves as spokesperson disseminating information and responding to inquiries concerning crash reporting and safety responsibility to the department’s district offices, federal/state/local governmental agencies, insurance executives, police agencies, attorneys, and the public.
• Performs investigative studies of the safety responsibility and crash reporting programs in order to improve current methods used in Illinois. Recommends technical changes for incorporating improvements to the CIS.
• Evaluates and prepares responses to legislative proposals affecting the Safety Responsibility Program and crash reporting. 
• Develops instructional materials used in training programs for law enforcement and engineering personnel throughout the state regarding crash reporting.
• Trains, develops, and motivates staff to ensure efficient and effective Crash Records Section operations and recommends section staffing needs, disciplinary actions, and other personnel activities. 
• Verifies, for the Illinois Attorney General, that the SRL is administered as mandated by the United States Supreme Court and other courts having jurisdiction.
• Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. 
• Performs other duties as assigned.

Minimum Qualifications

• Completion of a bachelor’s degree majoring in public administration, public policy, human resources, communications, or a related field PLUS two years of experience in developing and implementing policies, conducting investigative studies on programs or procedures, or conducting human resources and personnel operations or activities, or a combination thereof; OR eight years of experience in developing and implementing policies, conducting investigative studies on programs or procedures, or conducting human resources and personnel operations or activities. 
• Two years of supervisory experience.

Preferred Qualifications

• Working knowledge of the Safety Responsibility Law and crash reporting.
• Working knowledge of legislative processes.
• Supervisory skills.
• Strong oral and written communication skills. 
• Strong organizational skills.

Conditions of Employment

• Requires a valid driver’s license.
• Requires the ability to travel statewide on occasion with overnight stays.
• Requires successful completion of a background screening.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
